Here is another photo. The photos are taken from the inside of the ring using my phone at 7-8x magnification while holding the ring against the light of a lamp. I am not sure if these dots are what is considered bubbles potentially indicative of glass filling or if they are other naturally occurring inclusions. The jewelry store said that the ruby is not glass-filled but that it is a poor quality ruby with a lot of inclusions.

I have seen many glass-filled rubies in my life and this does not look like one of them. I’d say these inclusions look like natural ones. They have neither the form, nor the color characteristic of glass-filled rubies. Gas bubbles are the characteristic inclusions for lead glass-filled rubies, and I don’t think these look like such bubbles.
